The Single Most Important Rule:
"All land comprised in the territory of each State is vested in the Governor of that State and shall be held in trust and administered for the use and common benefit of all Nigerians." β LUA 1978, Section 1

| Sec. 9 β Certificate of Occupancy | The official document proving your right of occupancy. |
| Sec. 22 β Governor's Consent required | All sales, transfers, mortgages, and leases MUST have Governor's approval. |
| Sec. 26 β Void without consent | Any land transaction without Governor's Consent is legally null and void. |
| Sec. 28 β Revocation of rights | Government can revoke land for "overriding public interest." |
| Sec. 29 β Compensation | On revocation, you get paid for buildings/improvements only β not the land value. |

The gold standard. Issued by the Governor. Valid for 99 years. Strongest form of title in Nigeria.
π Deed of Assignment
Transfers seller's right of occupancy to buyer. Must be registered and Governor's Consent obtained after the transfer.
πΊοΈ Registered Survey Plan
Required for all title documents. Must be prepared by a SURCON-registered surveyor and approved/stamped a Registered Surveyor.
β Governor's Consent Letter
Formal government approval for any land transaction. Without it, the transaction is void (Sec. 26, LUA 1978).

Used when land is collateral for a loan. Also requires Governor's Consent.
